An RTI query to Indian Oil Corporation (IOC) has confirmed that petrol sold in Kolkata — both XP95 premium fuel and normal Motor Spirit — contains 20% ethanol by volume. The reply, dated July 3, 2025, was signed and issued by IOC’s Public Information Officer in response to an application filed on June 7, 2025.
The reply said:
Q1. What is the current ethanol percentage (by volume) being blended in XP95 petrol supplied/sold in Kolkata?
Ans. 20%.
Q2. What is the current ethanol percentage (by volume) being blended in normal Motor Spirit (MS) supplied/sold in Kolkata?
Ans. 20%.
Ethanol Blending Rises Sharply, Public Concerns Grow
The confirmation comes after a nationwide rollout of 20% ethanol blending in petrol — a nearly thirteenfold jump in 11 years. While the government has touted E20 as a step towards energy security and reduced oil imports, it has faced opposition from motorists.
Vehicle owners are worried about reduced engine performance and damage to older vehicles not designed for high ethanol content. The pricing of E20 fuel has also become a major issue, with many consumers asking why pump prices are not lower given ethanol’s lower production cost.
Price Parity Despite Lower Production Cost
E20 fuel costs around ₹61 per litre (including GST) to produce, while pure petrol costs around ₹95 per litre in Delhi. But retail prices often remain the same or even higher in some states. Experts and consumer groups say it’s because of excise duties, VAT and subsidy structure that prevents cost benefit from reaching consumers.
Reports also suggest E20 fuel may lead to lower mileage, effectively increasing cost per km for many drivers. NITI Aayog had recommended price reduction and tax breaks for ethanol-blended fuel users as early as 2021 — suggestions that remain unimplemented.
